JOB SUMMARY
General
Under the direction of an offsite manager, the Superintendent will manage, direct, and coordinate the operation and maintenance of the composting facility. The Superintendent will exercise direct supervision and technical guidance over facility staff and oversee, direct, and coordinate contracted services. The Superintendent shall develop a foundation in Sanitation Districts’ practices in order to manage a remote facility in a manner consistent with the Districts’ standards in regard to health and safety, supervisory and management practices, maintenance of a clean and attractive site, adherence to all regulatory requirements, maintenance of positive relations with the local community, and coordination and cooperation with Districts’ personnel located at offsite facilities.

Typical duties of the Superintendent include: establishing, maintaining, and ensuring compliance with required health and safety, preventive maintenance, equipment repair, and training programs; establishing, maintaining, and ensuring compliance with standard and emergency operations and maintenance protocol for the site; ensuring full compliance with all local, state and federal regulatory guidelines and permits; utilizing a computerized asset management system to requisition equipment, tools, parts, services and supplies, and to manage a variety of equipment including blowers, mixers, conveyors, pumps, chlorination systems, trucks, a gantry crane, piping systems and appurtenances; ensuring the continuous supply of needed materials including biosolids, composting feedstocks, potable water and fuel; coordinating with engineering staff regarding supply of biosolids from external entities and the sourcing of amendment, bulking agents and other related materials; coordinating the delivery and unloading of biosolids and feedstocks, as well as the loading and hauling of compost; verifying the accuracy of invoices and evaluating the performance of contracted services; ensuring compliance with contracts for operations and maintenance services; recommending and participating in personnel-related actions; scheduling, directing, and monitoring all onsite labor, including the work of equipment operators, technicians, laborers, mechanics, electricians, clerical staff, and truck drivers; certifying time charges for subordinates, and coordinating contract services; evaluating the performance of site staff; monitoring and evaluating all aspects of the facility to determine operations and maintenance needs, and evaluating completed and in progress work; optimizing the composting process in regard to efficient material handling, effective curing practices, and production of the highest quality compost in a manner that is cost effective and in compliance with all regulations; preparing and completing daily reports, project status logs and memos; performing sampling, and reviewing and evaluating lab test results to ensure optimal operation and regulatory and permit compliance; ensuring the completeness and accuracy of all recordkeeping; assisting in the development and implementation of a marketing program for public relations and/or commercial viability; identifying and communicating the scope, estimated cost, and need for facility improvements for both capital and operations and maintenance projects; providing and coordinating emergency response; driving around the facility to monitor activities and driving to other locations as necessary for meetings and training; participating in site planning activities to meet future facility needs; responding to community inquiries and complaints; conducting promotional activities to enhance community relations and for marketing purposes; conducting site tours for the public, regulators, and other sanitation sector agencies; developing and presenting PowerPointTM presentations on the status of the facility at regular intervals to management; and performing related duties as required.

Mobilization
Immediately upon hire, the Superintendent will be responsible for learning Sanitation Districts’ protocol, establishing all necessary administrative programs, developing and implementing an operational plan, including the hiring of site staff, procurement of heavy equipment, and arrangement of biosolids hauling services. Engineering collaboration and support will be provided as needed to meet deadlines.

Initial Startup
As early as January 2015, the Superintendent will oversee the initial facility startup in coordination with GORETM representatives and engineering staff. This process will include air emissions testing for the establishment of permit limits. The Superintendent will be responsible to establish regular facility operation with uninterrupted operation and throughput of feedstocks no later than six months after commencing operations.

Facility Operation
The Superintendent’s primary focus is the management of onsite operations. Engineering collaboration and support will be provided as needed to meet the challenges of securing an uninterrupted supply of amendment and bulking agents, interfacing with regulatory agencies, and implementing facility upgrades.

The Future
After establishing a robust Phase I operation for the composting of Sanitation Districts’ biosolids, the Superintendent will work with engineering staff to evaluate the facility’s future potential, including but not necessarily limited to:
-The inclusion of biosolids from local sources;
-The viability of composting other feedstocks;
-The hosting of trial composting methods that benefit the industry by identifying cost-effective and compliant means of expanding statewide composting capacity;
-The generation of revenue through sales of Exceptional Quality compost; and,
-The viability and timing of expansion into Phases II-V.

REQUIREMENTS
Candidates must possess:
A valid California Class C driver license or equivalent in their state of residence at time of application and must be able to obtain a California Class C license at the time of appointment. A California Water Environment Association (CWEA) Biosolids Land Application Management Certification is required within two years of appointment – AND- A Solid Waste Association of North America/U.S. Composting Council Composting Programs Certification is required within 30 months of employment -AND- The most competitive applicants will have three years of experience performing supervisory level duties in the operation and/or maintenance of a large composting facility handling a minimum annual volume of 25,000 tons. Experience operating heavy equipment or supervising large equipment spreads is also desired.
